Bylaw banning fireworks in Halton Hills officially comes into effect

Violators can be fined up to $1,000, repeat offenders could face $10,000 penalties

Discharging fireworks in Halton Hills will carry a $500 to $1,000 fine for first-time violations, according to the new bylaw adopted by Halton Hills Council on Monday.

The regulation is the final piece of the puzzle following council's vote in favour of a ban on the sale and discharge of consumer (low-hazard) fireworks in November. It was presented with an education and enforcement plan at this week’s council meeting. 

Similar fines will apply for the sale of fireworks in Halton Hills. Repeat offenders, either for discharging or selling fireworks, can be fined between $500 and $10,000.

The bylaw will also allow for Town staff to pursue charges through the Provincial Offences Act. 

Enforcement of the bylaw can be carried out by a number of Town employees, including a municipal law enforcement officer, fire inspector or fire prevention officer.

One notable exception to the fireworks ban is sparklers, which will still be permitted.

High-hazard or display fireworks will also be allowed, provided the people discharging them are properly certified and have obtained a permit from the Town. This means the annual Canada Day fireworks display put on by the Acton Firefighters' Association can continue.

A staff report says the Town will contact vendors who previously sold fireworks in Halton Hills to advise them of the new bylaw.

Residents will also be informed of the change through social media, the Town’s website, web banners, its e-newsletters and advertisements. 

The plan says it aims to “effectively inform the community about the changes and ensure compliance.”
